Karen Bekaryan: NKR MFA should take steps towards recognition of Artsakh |
“After the ruling of the Hague Court, the Ministry of Foreign Affairs of Nagorno Karabakh had to take steps towards recognition of Artsakh’s independence, involving civil society representatives in the process. The Parliaments of Armenia and Artsakh also have to do something,” analyst Karen Bekaryan told a press conference today.
The decision of the International Court of Justice is not legally binding, but it creates a certain political background. It will have an active and positive influence on the negotiation process on the Karabakh conflict settlement, Karen Bekaryan is assured. According to him, Azerbaijan is also aware of this influence.
“We should not rush to the Hague Court inspired by its ruling on Kosovo,” Karen Bekaryan said, adding that “it will harm the negotiation process under way within the framework of the OSCE Minsk Group. He does believe, however, that certain steps need to be taken.
“First of all, it’s Artsakh that should take steps. It’s necessary to start the process of recognition of Artsakh through executive, legislative and civil society circles, establish parliamentary contacts, create parliamentary friendship groups, interparliamentary commissions, etc,” Karen Bekaryan said.
“Let’s view the negotiations and recognition as separate processes. Not being a party to the talks, Artsakh is not constrained and is free to act,” he added.
The analyst says one should not be pessimistic, recalling how much pessimism was there at the beginning of the process of recognition of the Armenian Genocide. “Imagine what will happen if eight countries recognize Artsakh’s independence.”
Karen Bekaryan stated, however, that it’s not expedient to recognize the independence of Artsakh today. “Nevertheless, this is a proper opportunity to launch the process and convene consultations.”

NKR President: Azerbaijan’s subversive acts pose a threat to regional security and the entire civilized world
“The authorities of the Nagorno Karabakh Republic will do everything possible to keep the technical equipment of the Defense Army on a proper level and nothing will be spared,” NKR President Bako Sahakyan said at the meeting with the Defense Army’s military council, Central Information Department of the Office of the NKR President reported.
Bako Sahakyan noted that together with modern equipment it is necessary to keep high the morale of the soldiers, which includes a comprehensive package of measures comprising psychological, educational, social and other aspects.
Touching upon recent violations of the cease-fire regime by Azerbaijan, Supreme Commander-in-Chief of the Artsakh Republic armed forces qualified them as subversive terrorist acts that pose a threat both to the regional security and to the entire civilized world. President Sahakyan underlined that the best way of preventing aggression is to rebuff it strongly. “If it is not done then the scope of instability will be definitely enlarged,” the President noted.
Bako Sahakyan rated high the fighting efficiency of the Defense Army, which was once again proved by the effective neutralization of all the provocations of the adversary.
The Head of the State handed in state awards to a group of servicemen for successful prevention of the advance attempt by the rival’s subversive reconnaissance group.

Minsk Group co-chairs urge the parties to respect strictly the cease-fire
The Co-Chairs of the OSCE Minsk Group, Ambassadors Igor Popov of Russia, Bernard Fassier of France, and Robert Bradtke of the United States, released the following statement today:
"As part of their efforts to facilitate negotiations for the peaceful settlement of the Nagorno-Karabakh conflict, the OSCE Minsk Group Co-Chairs (Ambassador Bernard Fassier of France; Ambassador Robert Bradtke of the United States; Ambassador Igor Popov of the Russian Federation) expect to be particularly active in the months leading up to the OSCE Summit.
The Co-Chairs will travel to Baku, Yerevan, and Nagorno-Karabakh September 6-10 to discuss additional actions necessary to strengthen the cease-fire, to promote a spirit of compromise by all parties, and to finalize modalities for further action. During the third full week of September, the Co-Chairs will travel to Washington, D.C. and then to New York to work with the sides on the margins of the United Nations General Assembly. |
